It is true that Akbar's formulation of a new religion, Din-i-Illahi (which he wisely refused to propagate widely personally), failed in the sense that it had no adherents except a handful of people who presumably converted to the new religion to try and win favors from the emperor. Din-i-Illahi is believed to have become extinct some time after the death of Akbar's son Jahangir. (Din-i-Illahi continued to survive in the reign of Jahangir because it was known that Jahangir was partial towards adherents of the religion formulated by his father and hence it was a good tool to win favors from the emperor.)

So Din-i-Illahi proved to be a failure.

However, Akbar's other religious experiment of Sulh-i-Kul, or universal tolerance for everyone proved to be a grand success. Sulh-i-Kul meant abolition of discriminatory taxes like jaziya and pilgrim tax, stoppage of the practice of the Indian muslim king engaging in charitable activities in Mecca and Medina (building homes and shelters, giving alms  to the poor, etc.). Where everyone felt equal and nobody was discriminated against because of his or her religious belief.

When scholars like Amartya Sen say that Akbar was the father of Indian secularism they are referring to Akbar's religious policy of Sulh-i-Kul.
