Modi is thinking strategically. JJ is very strong in TN where Modi does not have any strength.  JJ also has Rajya sabha MPs that Modi needs. It is also a wise policy to buy off your enemies. 

BjD's naveen will be next.  Mamata could be a tough as a significant muslim vote is involved.
