May be. Depends on the pressure applied on the ears during holding -- little pressure means playfulness.

the ear twisting was a bit odd. he didn't do that to any of the japanese kids in school uniform.

in general older folks from india think it's ok to display physical affection to kids of strangers. i have seen older relatives reach out and gently twist the cheeks of a particularly bonny baby or pat the head of a cute little boy. to close relatives i have explained that this would be considered unwelcome and odd and suspicious behavior in the US and they don't do it any more, but there is always the distant aunt or uncle who'll do it and make me squirm in embarrassment.

In our daily rituals, a Hindu prays to Lord Ganesha, the elephant headed God by crossing their arms and holding the ear lobes between the tips of the fore and middle finger; next they bend their knees and get up–doing this three times. This prayer is called thoppu karanam.
This ritual has been used by teachers in India to punish their students when they were acting up or refused to learn….and this was not restricted to three.
Now modern science has discovered what our ancients knew–that this exercise is great for memory and brain development.
