Why they need to create one? Do not they have the data when anyone applied for Visa/GC? Just have to add one more field? I guess there was no direct question about the religion in the application/form?

I don't think it would be constitutional for the government to ask for an applicant's religion on a form.

May be they cannot ask, but they can create data based on profiling which may be already being done while monitoring mosques.
