he mentioned indians because he represents the indian govt. he made it clear that he was not talking just about lanka but about the whole world.

Why did he not say "Tamils, Gujaratis, Siks and Indians"? Lots of Sikhs and Gujaratis abroad.

he said tamils while referring to sri lankan tamils. let us read his statement again:

"We will not tolerate violation of basic rights of Tamils and Indians anywhere in the world," he said in response to a question on the US-sponsored motion against Sri Lanka for alleged human rights violations during the conflict against LTTE.
