This seems like either a deliberate mischief by the railway station's managers or extreme stupidity on their part leading to chaos, stampede and deaths of passengers. The railway station’s management personnel should be discharged from the job immediately. Such a thing won't happen in China where the Govt will harshly punish the officials (railway station's managers etc.) if they bungle things this way leading to injury and death to public (passengers).

They should stop appointing the railway staff(railway chief, station managers, etc.) using caste-based quotas.

The railways minister should immediately suspend the entire management at this railway station and get back only those who are deemed innocent after the investigation.
