Is it a religious based organization? May be because it is close/near to few mega churches? or these are few conditions put by donors?

Recently I heard a mom complaining that the boy scouts are more interested in making the boys sell cookies to raise cash for the organization than in imparting any skills or imbibing a love of the outdoors.
