A professor of statistics who taught at GWU told me that if the department was sure that a foreign student is not going to use his Ph.D degree to obtain employment in the United States, they would accept the thesis even if it is not of high quality.

Do you think that is a common practice in most of the American universities?

Yeah right... may be GWU - which does not appear in any ranking in any subject. The privileged "Private" high cost university for the dumb and dumbis from Washington political families (The good ones go to Georgetown).
