The Supreme Court has ordered setting minimum tenures for bureaucrats and put restrictions on arbitrary transfers and postings by their political masters,wading into an issue that has long bedeviled relations between the executive and officialdom.In the sweeping judgement on Thursday,a Supreme Court bench comprising Justices KS Radhakrishnan and Pinaki Chandra Ghose asked the Centre and all state governments to take steps within three months to insulate the bureaucracy from political pulls and pressures.The top court also ordered changes in the civil services rules to ensure bureaucrats only act on written orders from superiors.The judgement would continue until Parliament brought in an Act to take care of all these aspects,the court said,potentially exposing itself to the charge of judicial activism and criticism from some quarters that the judiciary was once again straying into the executives domain.We notice that much of the deterioration of the standards of probity and accountability with the civil servants is due to the political influence or persons purporting to represent those who are in authority, the court said in comments widely viewed as unflattering to the political class.In the present political scenario,the role of civil servants has become very complex and onerous.Often they have to take decisions which will have far-reaching consequences in the economic and technological fields.

the e-edition is a bit truncated and different from the print edition. the SC has issued directions to the centre, state govs. and UTs to issue directions within 3 months for providing fixed tenure to civil servants. so if you have paid a politician to get a job done through a bureaucrat, make sure you get it done within 3 months. better to be safe than sorry.
