Andhra Capital - not a single place suitable?
Vijayawada - Guntur have seismic problems (26 faults in 300 km radius, which includes Donakonda), and in addition Amaravati has "Vastu" problems (I don't understand how a 30,000 acre area can have a vastu problem). Kurnool is in Rayaseema. If you think Vizag is the only place left ..... wrong! It is exposed to Bay of Bengal cyclones. Any recommendations other than these places? Of course, the usual rules apply - no valuable agricultural land gets disturbed, should be in the coastal area (not Rayalaseema), on high ground with no water problem, no forests touched, lot of free government land, etc., etc.

ecapital . All secretariat officials can work from home and so do ministers. They can build a few mulit-media conference halls in various towns and cities and meet as needed.

Data don't matter. People interested in one place spread some negative news about the other place and scare everybody into inaction. Someone should broadcast that all these so called negative things can be neutralized by appropriate tailor made pujas/yagas. Spreading news that Krishna - Guntur is a seismic risk area is to take the central location requirement out of reckoning. I think the rumor mongers are having a field day. Naidu should quickly make a decision on the location, and live with it. No place is a 100% safe bet. Jubilee Hills and Banjara Hills are in an earth quake zone! All Andhrawalen should either bhaag form there or pay earth quake "insurance" to Kavitakka.
Cyclones are more common than earth quakes. So, let us eliminate the 30 mile wide belt along the coast. Build the capital close to a river where there is a lot of govt. land. AP families have relatives living close to San Andreas fault. They can advise CBN on how to build earth quake proof buildings (like in San Francisco & LA) for the capital.
I like SmArtha's idea. Do they really need a huge capital? Why can't they just build three state of the art conference centers (one in Vizag, one in Amaravati and one in Tirupati) that can be rented out for international conferences, etc., and also used for govt. activities. Since CBN is thinking of linking all villages, govt. can function with home offices, secure networks, etc.

And people/business reps should be able to log on from their home or work or nearest cyber cafe or panchayat office or school or post-office or any other well-connected Govt establishment.

b) schedule e-conf appointments with the officers or secretaries or even ministers
c) hold meetings via audio/chat/video/webex the concerned party at the prior scheduled time

This direction is both futuristic and helps in automatic/efficient record keeping as well as reduces red tape and corruption. Both RTI and Lokpal can be very effectively enforced with such an e-Governance in place.
PS: My interactions with the State Govts in India are limited. So if there are more use cases and ways people interact with the Govt. we can find a suitable solution too.

Usually , common man needs to interact only with registrations and DMV/RTO offices of the state govt. And these offices are in every district. Only people who have to visit the capital city are the state govt employees from the districts and contractors/businessmen.
