What will improve the situation in India, educationally, scientifically and technologically?
The most groundbreaking scientific and technological research / discoveries, including in the West, have taken place in the universities and colleges, which, unfortunately in India, are also subject to admitting students and hiring teachers / researchers on quota basis according to the caste, rather than just using the merit and economic situation of candidates during admissions and hiring.
As for the use of antiquated religious laws by people in India with Govt’s permission, we already know that some countries in Europe (England etc.) made a huge scientific / technological progress when they got way from religion and the strict religious laws during the Renaissance. India needs to do the same, get away from the strong influence of religion in the form of strict / archaic religious laws (even implement the UCC), if it wants to take a great leap forward educationally, scientifically and technologically.
Moreover, the cash starved India should spend its money on educating people and in doing the scientific and other kinds of future oriented research instead of sending people on religious pilgrimages.

*ahem* Sevaji, we all know that it is not possible with the govt. at the helm whose main agenda is turning India into Hindu Rashtra. the best way to counter that is by implementing the UCC / Uniform Civil Code (one law for everyone in the country, irrespective of race, religion, caste and gender). The minorities in India should push for that (UCC) since it's in their interest.
