No. The correct interpretation is "many non-Hindi states are unrepresented while all Hindi states are represented".
Nagaland, Tripura, Manipur, Meghalaya and Mizoram, besides Himachal Pradesh wrre unrepresented (non-Hindi). BJP ruled Punjab unrepresented (non-Hindi)

Are Karnataka and Telangana ruled by BJP?
TN's float was not selected because it has a huge picture of Jaya.

It is OUR decision to decide what photo to include.

I poste that it is basaed on Hindi not BJP. Karnataka included because the largest sign was in Hindi and a smaller Kannada next to it

guys guys, these floats are on a rotational basis and the states that will participate is determined long in advance. all states cannot be accommodated every year. nothing political about the selection.
