based on my experience in the late eighties, early nineties: IIT-madras required all incoming freshmen to take an english test. based on the performance on this test, students had the option in the first semester of taking german. if they flunked the test, they had to take a remedial english class. my guess is that this is the remedial class. so most likely this is a freshman class.

my own alma mater also administered an english test, but based on the results of the test, students had to take remedial english, or register for an english literature class which included readings from a smorgasbord of prose and poetry texts.
