Thats it now.

Everyone who even inquires about water, rice, daal, potato in conjunction with pressure cooker will be marked for special observation.

Then FBI will search any house with a pressure cooker and string together enough junk from that house to show how theoretically the Cookeran could have cooked a cooker bomb...

He could have used a serving dish to carry whatever he cooked. Instead, he carried the cooker itself. If you are the conspiring type, you could say that this is a dry trial run to gauge alertness levels.
