it's "how stupid can a woman be?" not "how stupid a woman can be?" the latter is not structured as a question at all.
 
these are similar to the terribly northindian "where you are going? (wrong! FAIL!) for "where are you going?" (correct).
 
you don't want to be mistaken for a northindian, do you?
