with the following options:

Manmohan Singh
Narendra Modi
Rahul Gandhi
Someone else

You are better of making it an open poll with all the dormant voters here. Why bother waking them up?

When you create a new thread, there is a section called "ADD POLL" at the bottom. Enter the poll question there, and in the "Poll Option" box, enter one choice per line. That will create the poll for you.

After you do all that, is there any button to click on to create the poll?

No, just click Send like you do for a normal new thread, and the system will create the poll for you.
