There is another benefit from pilgrimages, to politicians.
 
Politicians promise and give Govt. money to the devoted people to make pilgrimages to holy places.  
 
When people get Govt. help or its promise for pilgrimages, they vote in elections for the Govt. and politicians promising and giving them grants for spiritual journeys.  This leads to these politicians getting elected / re-elected.
 
This naturally helps both the devoted in their quest for spirituality and holy-sightseeing and the politicians in getting elected to the cushy lucrative jobs and seats of power.
 
A win-win situation for everyone.
