"This must be understood in the backdrop of the fact that assured water from Krishna (811 tmcft) and Godavari (1,480 tmcft) had already been allocated project-wise. Of the total 811 tmcft of Andhra Pradesh’s share of the Krishna water, 298 tmcft has been allocated to Telangana, 145 tmcft to Rayalaseema and the remaining 368 tmcft to the Andhra region."

one problem is sharing on paper. The real issues are alamatti, babli and kaveri examples. Water agreements are based on long term averages. Karnataka refuses to release water whenever it suits its purposes and can still prove it meets the average using long term numbers.
The need for water is extreme in rayala seems and severe in Circars. There is deep disbelief in seemandhra based on past statements of deprivation.

Do these agreements have any expiry date? Besides, all these areas were/are in one state Andhra. But, when the state is split, the CMs of the split states must agree to abide by the existing agreement till the expiry (what the Karnataka and TN did and followed till 1974), or renegotiate and sign a new one.

There lies the problem. Andhra, Karnataka came partly due to reorganization commission. T is coming through a bitter divorce.

All 'T' state needs to do is delay releasing Nagarjuna Sagar waters to Seemandhra, just like Karnataka has been doing lately. These issues will not be resolved easily, when states don't care much about tribunals or implementation of agreed polices when it comes to resource sharing.

N sagar is split between the two districts. Left canal side is in nalgonda and right canal is in guntur.

You make a valid statement. If you take the Kaveri River water disputes, they primarily involve 3 things: 1. Water sharing is a huge issue when the monsoon fails and TN doesn't get its proportionate share since K conveniently uses the billions of cubic feet of water allotted to it as the basis, not the proportion from the total; 2. Construction of new dams manipulating water supply and developing new lands for irrigation and cultivation; and, 3. delaying release of water that drastically affects crops in TN. The disputes between the states continue to go on despite court rulings. A lesson to be learned by Seemandhra.
