Cheating is everywhere - and only the absolutely gullible and those in absolute denial will expect any "group" or segment of population to be all puritan and perfectly honest.

here are some solutions where feasible (doesn't work for material that can best be learned by doing projects):

never assign homework. assign problem sets with zero credit which they solve on their own time. provide solutions a week later for them to check their solutions against. let them know that exams will be very similar to the problems on problem sets. assign a small portion of the credit for class participation and let them know ahead of time they will be called upon randomly to solve problems from the problem sets during class on the blackboard. their performance on these occasions counts towards class participation. everyone will be called upon at least twice in class. assign no less than 90% of the grade for in class tests and exams. cheating problem licked.

This will bring in some nasty comments in your evaluations - not a great idea (in its entirety) for untenured guys (that too, in pvt institutions).
