Update with hints & definitions bolded.

 2.      Hang on shoemaker’s tool.  (4) ----------- hint: dd, think of thing a shoemaker inserts in a shoe. Also think of a correction in the shoe prescribed for pigeon-footed toddlers.

5.      Motion Bill. (9) ----------- hint: dd. hint: Think of the word for riders Congressmen piggyback on a bill.

6.      Religious leader rips apart something on TV. (6,4) --- hint: A+B, hint: something physical on top of the TV

The “measure” in the clue is a measure for cut wood you buy for your fireplace.

That's how most "dd"s are. The only thing cryptic about this clue is its surface. Otherwise, it's just two words, and so a simple dd with synonyms.

LAST ("Last" is what shoemakers use to orient the shoes; also, "straight last" shoes are usually prescribed for toddlers to correct pigeon foot (feet pointed in when walking).

Not a very cryptic clue then.
double definitions are my least favourite clue type. they are usually not much fun and contain some obscure synonym of a word.
