I understand somewhat what Modi says in Hindi.

He is correct. Why should Indians worry about the representation of Muslims only in government services and legislature? WHat about other communities like Parsis, Sikhs etc?

The percentage of Muslims in Gujarat is 9% of the total population and there are certain specific areas where they are in much larger numbers due to the increasing ghettoisation of Muslims in Guj after 2002 ( for self protection). The percentage of Sikhs and Paris and Christians taken together would be less than 1 % of the population in Guj. Giving a few token seats to Muslims would also be reassuring to them and would help them heal the psychological scars of 2002.
