This report has more details. It looks like the guy is saying -- FDI is a good thing, but not for Delhi.

: Chief Minister Arvind Kejriwal, however, said though his government reversed the decision on allowing FDI in Delhi, the Aam Aadmi Party is not "opposed to FDI per se".
It makes little sense for AAP to claim the above, because if FDI is not useful in Delhi it has even lesser use in other places, especially the small and medium sized towns and the villages in general.

Looks like Tea stall Modi understands free market economics better than IIT Kejriwal.

It may be that he is trying to have his cake and eat it too ... probably does not want to offend outsiders / foreigners (many of them in india Inc. who support the FDI in retail) by claiming that FDI in retail is not good for Delhites but might be useful to others.
