It's not Anna wanting a khap panchayat in every village. The khap panchyat  type thing in every village is the natural outcome of the Indian Govt. / Constitution allowing currently the personal religious / communal laws to different communities, instead of having one law (UCC) for all in the country (irrespective of religion, race, caste and gender).
