US has solved this problem. US imports from many countries, and it irradiates the fruits it imports, including Mangoes from India. To solve this problem US does not go and ensure that every fruit in India or other countries it imports from is clean and improves the infrastructure in those countries.

If a disease is present, insects will carry it anyways across the border whatever we do. So we really cannot control all this if Pakistanis themselves do not want that. They are busy buying missiles, and Nuclear reactors.

Anyway why should India that is secular, help a Islamic Supremacist country like Pakistan ?

I am not suggesting that they should be given money. But they should be allowed to have interactions with Indian medical experts, Indian medicines should be made available to them ( for which they should be asked to pay the cost of the medicines), etc.
