The Commission requires all drivers to wear black pants and a white shirt. His license was recently revoked and he has been arrested twice.

He says it is a violation of his Constitutional Rights as an American Citizen.

The freedom of religion according to the Constitution, to pray and worship in one's own way to the deity of own choosing (within the appropriate setting, e.g. home or temple etc.), does not grant a person the right to intrude into other people's religious beliefs and violate the work place ethos.
