As Modi finished his extempore speech, delivered in Hindi, which the members of parliament including the Bhutanese prime minister Tshering Tobgay and other important dignitaries listened to in rapt attention with the help of interpreters, the gathering broke into spontaneous applause.

You'll conveniently ignore the most important aspect of this speech being an extempore. MMS, Rahul and Rajiv used to read out even best wishes or condolences or congratulatory messages. Contrary to that Modi's response to the Presidential address within our Parliament was extempore as was address to Bhutanese Parliament.

Agree... Rahul Shehzada would have given a roaring speech on Bhutanese escape velocity from Barath and entry angle/landing velocity into China.
Actually, Modi must have cited Nepal intentionally to bring their attention to the quiet democratic transition in Bhutan....
Of course, such nuances are unheard of among Cong(i) supporters.
