rikers island is like a little Guantanamo bay right here in the city. it's a population of about 150 000 inmates. they even have adolescents there, it looks like. and some of these adolescents are groomed to control other inmates. the prisoners are not unexpectedly anti-social, bipolar schizophrenic criminal minds and they should absolutely be locked away but less brutality would be better for the sanity of both officers and inmates. these guys probably need an on-site psychiatric facility 24/7. i'm sure that is they offered psychiatrists and internists a salary of 450 k per annum they'll be able to find people who will take up the job.
