Whichever party is in power, they make sure party and the government money are one and the same. In this case, the local businesses are extorted to pay for the party men's idiosyncrasies.. One of my doctor friend who runs a clinic was forced to pay Rs 5000 by ADMK councillors for demostrating against the court verdict that convicted Jayalalitha for corruption.

Bal Thackerey founded and perfected this extortion method in the 60s/70s....now everyone is good at it.

Perhaps somewhere there is a poor housewife with a bunch of kids in TN cursing her silly husband for not having been distressed enough to commit suicide for the sake of C.M going to jail and thus depriving the family of Rs. 3 lakh now.
