top state with most corruption by politicians?

Which state in India has the most corrupt "lead" politicians? In terms of numbers (of them) AND volumes of money (profile). These politicians must be predominantly belong to their states, even if they have some national exposure.

Or maybe list your top three.

Polls allow only 10 options... hence, open polls, since I don't know which ones would be top 10.

you may make it easier for people to respond if you asked, "who are the two most corrupt politicians of india?" with the following restrictions: the two must be from different states; each must have been a chief minister or cabinet member of his state at some time in the last fifteen years.

one can then assign each person mentioned in the responses to a state, then rank-order the strength of the belief that there is serious corruption in each state.

Well, the people of AP and TN must be corrupt themselves to vote for these guys in elections. At least UP bhaiyyas have an excuse - they are BIMARU in their heads.

Guess back in the 90s or so, Sharad Pawar was the most corrupt/rich among the state politicians. Thinking of it, Maharashtra does have a lot of industries, and it was said that no matter who you were, you had to give a 'hafta' sort of thing to Pawar, directly or indirectly. Don't think Lalu matched him up. But now he is more at the national level and we hear so many names from AP.

Relevant question would be not who is the most corrupt rather who did the most for his/her state development. Despite corruption allegations of their politicians, TN & MH, to some extent AP stand heads & shoulders above the rest.

IMO, most corrupt (by volumes of money) will be leaders from Maharastra & TN, followed by those in UP & Bihar and then by those in Punjab, AP & Karnataka. Bengal may get on this list based on what comes of the Sarada scam.

Party Wise:

Congress (includes YSR's regime), NCP/DMK, SP/BSP, AIADMK/Akali/TDP & BJP.
