Contract documents released on the government's AusTender website, show Melbourne florist Flowers Vasette in trendy Fitzroy was paid $23,760 to supply flower arrangements for the banquet. The total bill for flowers is almost six times the average annual wage in India. 

Mr Modi was feted by the Abbott Government, with talk of a future free trade deal dominating his visit. But figures suggest Australian companies have struggled to succeed in India.

Former prime minister Julia Gillard announced in 2012 a target of $40 billion in two-way trade between Australia and India. But in 2013, trade actually went backwards, falling below $15 billion and firms such as ANZ, AMP, Woolworths and Leightons have retreated from expansions into India.
