Why are MLAs, Home Ministers, in control of Police?

These Ministers are elected reps, while Police is meant to execute the law made by these elected reps.

There is a fundamental flaw wherein an IPS office has to report to some Goon MLA, or MP.

These so-called-leaders are supposed to "serve people", "for people", "by people" - How come our constitution, and our legal system allow them to become our "boss" ? Aint we the boss, and the constitution should allow for it?
