So now india will just buy rafales outight instead of trying licence manufacture them in india . this is big failure for HAL . it is the inability of HAL to absorb such high technology that led to this .

The price per plane has come down significantly. Egypt recently bought 24 for 5.9 B$. Modi got 36 for 4 B$. Anthony's (Soonya's minister) laziness led to this urgency in acquiring the planes.

As far as "make in India" is concerned, Air Bus is expanding its assembly operations in India.

..Here is why it is better for HAL not to produce Rafale...

Concurrently, the Modi government is also trying to improve the serviceability of the 272 Sukhoi-30MKIs contracted from Russia for over $12 billion. It is just 55% for the 200 Sukhois inducted till now.

HAL will be producing the rest 90 planes for the net 90 years. Perhaps, the Govt labs and defense companies should be contracted out to Private conglomerates - along the lines of US DoE labs. This will attract some of the good engineers to work in labs - with a much higher pay.
