....The programme coordinated by IIT Bombay in Moscow had other Indian participants from the IIT Delhi, IIT Madras, IIT Kanpur, IIT Kharagpur, IIT Roorkee, Indian Statistical Institute, Delhi University, Jawaharlal Nehru University and the National Centre for Biological Sciences. On the Russian side, the efforts were coordinated by Tomsk State University, along with 16 other universities and institutes.

Tomsk what ???? Are the Indians trying to move up or down ?
