Govt. has grossly underestimated and made arrangements for about 1.5 lakhs but18 lakhs people showed up. On top of that CBN took a dip with his family first thing in the morning at a common ghat (during the auspicious time/muhurth @ 6:41 am) and held back commoners by 2 hours which further exacerbated the situation and triggered stampede.
