.....the central govt. has denied funds for building the metro in Vijayawada but Naidu is going ahead for it (not just in Vijayawada but also Visakhapatnam and Amaravati). He is counting on assistance from Japanese International Cooperation Agency (their PM already made a commitment). Naidu knows that building infrastructure (roads, waterways, sea- and air- ports, etc., will bring prosperity to the state in the long run). He will face a lot of criticism from other politicians and states (TN, Telangana, Odisha and K'taka) but, knowing how he handled Hyderabad in the past, he won't give up.

he may fail or succeed but he tries to do something or the other. that's all you can really ask from a politician.
