I agree...by the map, UP, Bihar and TN all have the same lower crime rates.

But, the higher crime rates in other states (and even the low rate in TN) are mainly due to the Bihari and UP migrant workers.

they should issue a china-like special permit for these Bimaru ppl to work in other states.
