On Tuesday morning, after 19 ministers had taken oath of office at Rashtrapati Bhavan, a laughing Smriti Irani was heard asking cabinet colleagues whether Maneka Gandhi might be moved to the environment ministry.
Prakash Javadekar, then minister of state in charge of environment and forests, had just been elevated to the cabinet.
Smriti, who then held the human resource development ministry, had no clue that she and not Maneka, the women and child development minister, would be making way for Javadekar's new posting....
Smriti did not show up this morning at her former office to hand over charge to Javadekar, a convention her colleagues scrupulously followed.
On Wednesday, after meeting Smriti at her home, Javadekar had told reporters that his "little sister" - words borrowed from Modi who had described Smriti as his " chhoti behen" during the 2014 campaign - would be present when he took over his new post.
Today, Javadekar said: "She was busy in a family programme, so she could not come."
