This is the first time I heard about stone throwing tradition at Diwali in H.P. It looks like a very isolated case in some remote corner of the state --- "Stone Throwing Festival for Diwali At Dhami Village in Himachal Pradesh" (https://www.youtube.com/watch?v=0PdI3s1DqJQ)
