It looks like Feds or the very Federal agencies who are supposed to monitor/supervise the trades/trading were not aware of his shady trades (actually no trades)  or did not do their job correctly. Central bank douches are ponzi scheme operators too, except they have limitless time/resources at their disposal to keep the farce believable.
