BW- all your answers are correct except # 9.

In # 7, I counted blank spaces also as character positions.

4. Quick? For someone who is not so quick! (4)

8. Totters stand on broken rest. (7)

9. External decorations identify hazards. (9)

I will post hints later.

Update with hints.

4. Quick? For someone who is not so quick! (4)

hint1: Think of a common word (which really is an acronym) we use for fast action, especially in professional settings.

hint2: A+B

8. Totters stand on broken rest. (7)

hint1: Think of the stand on which a football is positioned before kickoff.

hint2: A+B combined with anagram.

9. External decorations identify hazards. (9)

hint1: Think decoration here purely as a thematic adornment - like for a Christmas tree, wedding cake, etc.).

hint2: Word-in-word

Answers for the last remaining clues:

8. Totters stand on broken rest. (7)

hint1: Think of the stand on which a football is positioned before kickoff.
hint2: A+B combined with anagram.

TEETERS ---- TEE (for stand) + TERS (rest - anag) = totters

9. External decorations identify hazards. (9)

ACCIDENTS ---- ACC (ID) ENTS; accents (decorations) outside of (external) id (identify) = hazards
