Indian President Pratibha Patil’s address to parliament in Hindi without English translation flouts constitutional provisions. Once Parliamentary Affairs Minister Pramod Mahajan interrupted former President Abdul Kalam from saying a few words in Tamil at an official meeting, saying, “He is the president of India. He cannot speak in Tamil.”
