How to deal with Cauvery/Karnataka - repeat
Long time back I started a thread on any leverage that TN could have on Karnataka. So when Cauvery issue is used by Karnataka, what can TN throw at Karnataka to make it vulnerable.
In my view, there is practically nothing TN could do to hurt Karnataka. With Bangalore Mangalore highway and train and build up of Mangalore Port, Madras is dispensable.
So what can TN use again Karnataka - if at all?

It is really a dumb idea for Tamils to have hostile attitude towards other SI states.

JJ has to do three things.
1) build desalination plants to ease water shortages.
2) strict control and encouragement of water conservation with rain water.
3) improve power generation/situation. Thermal power generation comes under central control, and hence should focus on wind and solar power. JJ can invite 100% foreign owned projects in this.
At best TN can only become less reliable from Andhra and Karnataka. Even the piddly Keral is poking at TN.

They should forget about other states and start by cleaning up their rivers...they can start with river Kuvam. They also should learn maintaining their natural resources, that would solve the issue.

If Israelis can handle their water problem, TN can do it more easily.
Kuvum - note the correct spelling (Coouvum). TN has been there... done that. Remnants of the boat-launching sites can still be seen... if you go by electric train and after you cross nungambakkam station, right side on the coouvum you can see one.
P.S. caution: only poor/dirty people go in electric train.

During the 1991 Karnataka massacre of Tamils, one day ther was rumour that LTTE cadres have entered a certain village to protect Tamils. All of a sudden the Kannadiga hooligans and the police left the area. Such wasw the fear of LTTE in those days.
