Many IIT graduates and other bright young men and women have become code-coolies in the US.

This guy took to farming in Bihar after graduating from a college in Tamil Nadu.

His contributions are much more valuable to India.

Collectively iits created a positive impression of Indian engineering graduates and India. There is some benefit to some of the billions of dollars repatriated, few industries started by iitians.
Some of the successful iitians may complain about Indian being not conducive for investments.
Overall iitian contribution to India is not overwhelming. Considering how much more is spent on a iitian, Indians are not getting enough in return.
