The reason why the High-command is not in a hurry to sack Kiran and impose President's rule is....

Apparently, if president's rule is imposed, there won't be the opportunity to take the view of the AP assembly (even if it is non-binding, taking the view of the assembly is part of the process) and some nut case can take the Central government to the court and if that happens, MT and her son can't even beg the SC to speed up on the judgement. So, Kiran's non-cooperation is a calculated move. He knows that Diggy and Shinde can bark as much as they want but they won't dismiss him in a hurry and put themselves in a position where they can't bring the bill forward before the election.
