are you suggesting only Muslim take bakshish? Or are you implying only secular leaning people take bribes? Or are you using sikularists to mean congressmen?
Bjp men are no strangers to corruption.

In this post, sikular = corrupt.
In general, sikularism = anything negative.

Finally, there is a leader (state C.M.) who
(1) is relatively young : in his 40s -- physically strong and mentally alert to tackle difficult issues facing public;
(2) won the general election (including his own seat), instead of getting the seat of power as a family heirloom (from father or mother);
(3) fought the election while leading the anti-corruption campaign, instead of promising quotas in education and jobs to people according to caste and religion.
