Emblems of both Andhra and Karnataka have Hindi. Tamil Nadu emblem does not.

"satyameva jayate" is from the Mundaka-Upanishat attached to the Atharva-Veda. Emperor Ashoka (around 260 BC) took it from that Upanishat and used it in his 4-lion symbol. The modern Indian govt. adopted it, and so did several State govts. In the following link for the Upanishat and its translation, you would find it at the bottom of page 56.

Interestingly, the word "jayate" in the veda is grammatically wrong in modern Sanskrit of Panini (around 6th - 8th century BC). It should be "jayati." However, Panini himself said that he is not out to mess with God's word handed down to holy sages (vedas).

The one you showed for Andhra Pradesh will be changed soon, thanks to Chidambaram, Shinde and Oily Moily.
But what is interesting is the temple in the background on Tamil Nadu's. Are they suggesting that DKheads are remodeling temples?
Karnataka's is even more interesting - they have a two headed turkey in the center! Don't know what that means. How about the two horny lions with elephant heads protecting the two headed turkey? Hmm...
