What about punjab farmers in punjab itself? Amarinder failed on this front and so not eligible for any office. Amarinder is digging his own pit by this accusation.
If Modi as CM of Gujarat ensured the interests and development of Gujarati people then by extension as PM of India he'll do the same for people of India.

Farmers from Punjab and Rajasthan were settled in Kutch after 1965 war. About three years ago, the Kutch Collector invoked the Bombay Tenancy and Agricultural Lands Act of 1948 and froze the accounts of several non-Gujarati farmers. 

The farmers approached Gujarat High Court, which ruled against the Collector's action. 

However, the Gujarat government decided to challenge the ruling in the Supreme Court.

On the one hand you accuse Modi of being the one and all for the Gujarat govt. and on the other you say that every action by any bureaucrat, Modi has to know and be in control of? That the local bureaucrats are going about doing their own enforcement of existing laws is what I can make of this. Modi will intervene if and when the situation goes out of control or there is a political or administrative need for it. Average leaders need to advise him on Governance or even Politics.

Modi must have endorsed the appeal in Supreme Court otherwise the state govt cannot just go and appeal a judgement given against them by the High Court. Incidentally the reason he wants the land of the farmers is so that he can give it to his buddies--Adani, Ambani, Alagh et al.
