Varadarajan is BSing. The EC is the one that is behaving in a partisan manner. Pappu went around to poll stations and entered the EVM booths. What did EC do about that?
Why did they allow Pappu and Kejriwal to have their rallies in Varanasi but not Modi?
Apparently, in W-UP and Bihar, there were cases of open rigging. The EC is not paying any attention to the complaints.
In Mumbai, so many middle class and upper middle class voters were not on the list. Why is that?
Sampath is well known as being close to Sonia. He should be careful.

If you are allowing some parties to conduct their programs and not the other party and you communicate that decision when the event is supposed to take place within a day or so - leaving limited or no chance for alternate arrangements, what should a party and candidate who has to make a last attempt at communicating to the electorate do? Just stay silent and fight the legal course and miss out on the opportunity to address the electorate?
IMO, the DM/EC made a stupid decision (whatever be the reasons - logistical or biased). They should be enablers of the campaigns than controllers of it. It is true that BJP and NaMo played this last minute opportunity to their advantage by responding dis-proportionately. But the first salvo was fired by the DM/EC. Their enabler role is more important than their role of a controller. And each of their actions and decisions should reflect that.

Permission for holding a rally in Varanasi had been given to Modi. What was denied was permission at a particular site which was deemed to be communally sensitive because it had a large Muslim population in the vicinity of the ground where Modi and BJP wanted to hold their rally and also because a communal riot had already taken place here once before.
Modi's communal speeches with pictures of Lord Rama in the background were deemed to pose a security hazard by the District Magistrate.
Initially the BJP had accepted the EC decision and had agreed to hold their rally on a different ground in Varanasi but then they smelled an opportunity to reap political dividends and went back on their word pretending to their supporters as if the EC was not allowing their rally to take place anywhere in Varanasi.

Mr. Yadav was the one who went back on his word. He also gave little time for BJP organizers (decided at 1:30 AM for the next morning's meeting). The disturbance you describe had happened long time ago (1990's?) and there were so many meetings there subsequently without any problem. Also, the venue Mr. Yadav was willing to give accommodates only 2000 people. May be he should give that to Pappu so that he won't have many empty seats.

In fact a BJP leader had accepted Mr Yadav's decision to change the venue of the rally because that venue was deemed to be communally sensitive. Later the BJP went back on its word. Please see the Karan Thapar show whose link I have given above.
It is true that communal riots had taken place near this venue more than 20 years ago but it is also true that a large Muslim population continues to live near the venue where Modi wanted to hold his rally and the area continues to be deemed as communally sensitive.

That DM should be fired. Is there a EC Policy which says the previous history of rallies should be used as a criteria to decide where and when a candidate should canvass? By that logic, Azam khan and Abu Azmi should never have campaigned anywhere in India, with India with most places having Hindu population, none of the Owasis should be allowed to campaign. Many SP folks made anti-constitutional statements in their manifestos. None of the SP folks should have been allowed to campaign. I don't know about this but I seriously doubt it. You cannot hide the fact that u are close relations with someone and BJP would have gone to town tom-tomming this to all and sundry if this were true. Finally 12% of UP comprises of Yadavas.
