DM of Varanasi currently under EC orders and with links to SP decides to ban Modi from having a rally in his own constituency. A few days later allows a roadshow of Rahul in the same area. Very partisan behaviour.

DEC Brahma disagrees with CEC Sampath on what happened. They are probably guilty of allowing partisan local administration to muck around with arrangements, instead of appointing upright officials to over see arrangements.
EC has transferred many folks like that with connection to state administration in other states.

Now EC has decided to nominate Praveen Kumar ( a no nonsense official) as a special observer for Varanasi. I think they are covering their asses, and probably know that many of the AAP folks and Teesta setalvad types who have descended on varanasi (who are supposed to leave the constituency) could stay behind and be trouble makers on polling day.
