He's finally figured out that "good governance" actually means spreading the DOLE!!!
Yes, doling out free everything to the masses definitely ensures getting their votes...no wonder this country is such a backward, underdeveloped, poverty-stricken cesspool of filth and squalor...
Because govt spends all it monies bribing the idiot-masses for their vote aka dole, leaving very little in the kitty for the important things like infrastructure, education, schools, hospitals, housing, electricity, sanitation, defense etc, etc, etc.
